Permits for Wireless Communication Facilities (WCF) allow installation of communication infrastructure that transmits and receives data. This usually consists of an antenna array, transmission cables, equipment, an equipment housing structure and may include a support structure used to achieve the necessary elevation. 

Land use code (LUC 20.20.195) describes the siting and construction permitting process and the applicable requirements for various types of WCF scopes. 

Collocated WCFs and Eligible Facilities Requests (EFR)

Permits required for collocated WCF and EFR scopes as defined in LUC 20.20.195 are determined by the location of the WCF:

  • Wireless Communications Facilities on Private or Public PropertyWCF on Private or Public Property: Installation of a new wireless communication facility, or modification of an existing WCF (on private or public property (CD).
  • WCF in Right of Way-Franchise Utility Permit: Installation of a new WCF, or modification of an existing WCF located within the right of way. This includes all work in the public right of way associated with such activity, including but not limited to temporary traffic control, surface disturbance, and construction staging (TJ).

When a proposal includes WCF equipment within the right-of-way and on private or public property, both WCF in Private or Public Property Permit (CD) and the WCF in Right of Way-Franchise Utility Permit (TJ) are required. 

Note that additional permits may be required depending on the applicable conditions of the underlying siting approval and whether the site is located within a Design Overlay District. Records for siting approval documents may be submitted online by submitting a request with Development Services Records. 

New Wireless Communication Towers

Proposals for new WCF tower structures built for the sole or primary purpose of supporting any WCF require Administrative Conditional Use Permit (LA) approval pursuant to LUC 20.20.195.E.3. 

  • Preapplication Conferences  are not available for ACUPs. 
  • Pre- Development Services Permit (DC) are recommended for such scopes.
     

Temporary Wireless Communication Facilities

A Temporary Use Permit (LR), as described in LUC 20.30M, shall be required for temporary WCFs. WCF in Private or Public Property Permit (CD) and the WCF in Right of Way-Franchise Utility Permit (TJ) may be required.

In-person Permit Center services are available Monday to Thursday, 10 a.m.-3 p.m.

The Permit Center is open Friday, 10 a.m.-3 p.m., with customers visiting City Hall served remotely.
