Consolidated Review Changes
As of Sept. 2, a new streamlined review process is being implemented for residential building permits (BS permits). The change is designed to make the permitting experience more efficient and predictable. The new process replaces independent, parallel reviews with a consolidated review process that brings all disciplines together to provide applicants with more consistent and aligned feedback across disciplines.

- Review comments issued together with cross-discipline alignment

These improvements are based on feedback from builders and developers seeking a more efficient and transparent review process.
Middle Housing Permitting
Middle housing can come in many different forms and the number of dwelling units in each structure and the total number on the lot will determine the required building permit type. Accessory Dwelling Units (ADUs) permitted in the Land Use code are treated as regular dwelling units for determining permitting. The “New One- or Two-Family structure” permit is the correct permit for middle housing structure containing one to two dwelling units. This includes the following: a single-family home, duplex, single-family home with an attached ADU, a detached ADU and a single-family housing unit.
If there is more than one new structure being constructed on the site as part of a single project, a GD permit (Clearing and Grading permit) will also be required to document site work and compliance with the land use, fire and transportations codes. The BS permit also includes:
- Clearing and grading
- Demolition work, if required
- Electrical (except temporary power)
- Mechanical (except fire protection)
- Plumbing
- Right of way work on-site and in the public right of way
- Storm drainage connections

Submittal Information
Construction of a new one or two-family residence or an addition greater than 3,000 square feet of new and/or replaced floor area. (BS)
Apply for this permit online at MyBuildingPermit. When entering your Application Information, choose the following:
- Application type: Building
- Project type: Single Family Residential
- Activity type: New Construction or Structure Addition-Major
- Scope of work: Residence and All Associated Structures (New Construction)
Required Documents
The documents listed below are the minimum necessary to proceed with the application process. If you believe that a required submittal document does not apply to your project, please upload the Document Waiver Form in place of the required document.
- Arborist Report
- Construction Stormwater Pollution Prevention Plan (CSWPPP Short Form)
- Disconnection of Water/Sewer Service Form
- Storm Drainage Report
- Structural or Lateral Calculations
- Construction Design documents (Single PDF, Bookmarked, including all plans below)
Construction Design documents must be submitted as a single PDF. This helps streamline the review process. When submitting the multi-plan set PDF, bookmarks are required. The text for each bookmark should correspond to the specific plan types, as listed below.
