Certain development and repair proposals are exempted from a Substantial Shoreline Development Permit requirement by the Bellevue Shoreline Master Program. The City must still review the proposal and issue an exemption to ensure consistency with the Shoreline Master Program. The exemption can be issued with SEPA (WE permit) or without SEPA (WD permit).

Apply for this permit online at MyBuildingPermit. When entering your Application Information, choose the following:

  1. Application type: Land Use
  2. Project type: Nonresidential or Multifamily Residential or Single Family Residential
  3. Activity type: Shoreline Development
  4. Scope of work: Shoreline Exemption or Shoreline Exemption with SEPA

The Permit Center will be open on Friday from 10 a.m. - 3 p.m., although customers visiting City Hall may be served remotely by permitting staff.
