Mitigation Plan
The mitigation plan generally demonstrates how impacts of a proposal to critical areas and shorelines have been mitigated to replace lost ecological functions or improve them, if required by code. The mitigation plan is comprised of several elements that are described in the land use code for critical areas, LUC 20.25H and shorelines, LUC 20.25E. All information and elements for this plan shall be prepared by a qualified professional and may be placed on a plan sheet or technical memo. Any mitigation plan must have the following elements at application submittal so that staff can review the proposal:
- Description of proposal
- Description of site and existing conditions
- Description of measures taken to avoid and minimize impacts
- Description of proposed impacts, temporary and permanent
- Description of how temporary impacts are to be restored and permanent impacts mitigated including any specific code requirements, planting ratios, species usage,
- Description of any federal, state, and/or offsite mitigation
- If planting is proposed, a planting plan that shows all planting areas, species, sizes at installation, spacing or planting density. The plans shall show any other improvements proposed as mitigation or restoration of impacts.
- Description of specific goals and criteria to evaluate mitigation success
- Provision for maintenance and monitoring program for required monitoring period
- Cost estimate of mitigation and restoration work
