    Development or use of land in an area regulated by the Shoreline Master Program and Shoreline Management Act, where the Bellevue Land Use Code requires a conditional use permit for that use. A conditional use requires a separate shoreline substantial development permit. (WA)

    Preapplication Conference Requirement
    Before submitting an application for this permit, applicants are required to schedule and complete a Preapplication Conference (DB).  This meeting ensures that all necessary requirements are understood before proceeding with the permit application.

    Apply for this permit online at MyBuildingPermit. When entering your Application Information, choose the following:

    1. Application type: Land Use
    2. Project type: Nonresidential or Multifamily Residential or Single Family Residential
    3. Activity type: Shoreline Development
    4. Scope of work: Shoreline Conditional Use

    Required Documents

    The documents listed below are the minimum necessary to proceed with the application process. The associated Preapplication Conference Letter will include a required document checklist that will indicate if any of the documents below are not required at the time of initial submittal.

    Building Design Documents and Site and Infrastructure Design Documents must be submitted as a single PDF. This helps streamline the review process. 

    When submitting the multi-plan set PDF, bookmarks are required. The text for each bookmark should correspond to the specific plan types, as listed below. 

    Bookmarks must be clearly labeled to match the plan type.

    In-person Permit Center services are available Monday to Thursday, 10 a.m.-3 p.m.

    The Permit Center is open Friday, 10 a.m.-3 p.m., with customers visiting City Hall served remotely.
