The 2021 International Fire Code requires that projects develop, implement and maintain an approved, written site safety plan prior to permit approval. This requirement was added to the base code in response to the rising impact of fire and medical emergencies at construction sites across the United States.

Per IFC Section 3303.1.1, a site safety plan must contain the following components. We understand that some of these details may not be available at permit submittal. The most important information at submittal is a safety plan for construction in occupied buildings and a site plan showing emergency access/fire protection equipment.

The required components of the plan include:

  • Safety considerations for construction in an occupied building
  • Fire department vehicle access routes
  • Location of fire protection equipment, including portable fire extinguishers, standpipes, fire department connections and fire hydrants
  • Name and contact information of site safety director
  • Documentation of the training of the site safety director and fire watch personnel
  • Procedures for reporting emergencies
  • Smoking and cooking policies, designated areas to be used where approved, and signage locations in accordance with Section 3305.7
  • Location and safety considerations for temporary heating equipment
  • Hot work permit plan
  • Plans for control of combustible waste material
  • Locations and methods for storage and use of flammable and combustible liquids and other hazardous materials
  • Provisions for site security
  • Other site-specific information required by the fire code official

In-person Permit Center services are available Monday to Thursday 10 a.m. - 3 p.m.

The Permit Center will be open on Friday from 10 a.m. - 3 p.m., although customers visiting City Hall may be served remotely by permitting staff.
Business Hours
