    Civil Plan Set of required drawings for Residential Permits

    The Civil Plan set of drawings must clearly depict the scope of work for the project and must demonstrate compliance with the applicable codes and standards. The Civil Plans set of drawings consists of the following elements as they apply to your project. Your plan reviewer will provide information on more specific requirements. 

    Civil Site Plan and Erosion Control Plan "S Sheets"

    • Include existing topography 2-foot contours
    • Critical areas and/or critical areas buffers
    • All recorded and proposed easements
    • Existing fixed objects, including but not limited to: existing trees (including the diameter of all trees), trees to be removed (on-site and within the right-of-way), and tree protection measures for all trees (on-site, along shared property lines, and within the right-of-way); existing and proposed retaining walls; existing and proposed utilities (wet and dry); and areas designated for removal and demolition.
    • Clearing limits, erosion and sedimentation control.
    • Cross-sections of the proposed walls within the setbacks  
    • Conceptual location of Joint Utility Trench (JUT) 

    Drainage Plans "D Sheets"

    A Drainage Plan is a key component of civil engineering and land development projects. It provides a detailed representation of how stormwater is managed on a site both above ground (plan view) and below ground (profile view).

    1. Drainage Plan (Plan View)

    A top-down (overhead) view showing the layout of the entire stormwater drainage system on a site. It includes:

    • Location of pipes, inlets, manholes, swales, ditches, culverts
    • Drainage flow direction arrows
    • Surface features like buildings, roads, grading contours
    • Existing and proposed infrastructure
    • Tree protection (if required)
    • Stormwater basins 

    2. Drainage Profile (Profile View)

    A side view (cross-section along the pipe path) showing the vertical alignment of the drainage system. It includes:

    • Elevations of existing and proposed ground
    • Invert and rim elevations of pipes and structures
    • Pipe slopes, lengths, diameters, and material types
    • Structures like manholes, catch basins, headwalls 

    3. Drainage Details Plan

    Provides construction-level drawings of the components used in the stormwater drainage system. These are zoomed-in, often cross-sectional or isometric views showing how each item is built.  It includes City of Bellevue Standard drawings: 

    • Catch basins
    • Manholes
    • Inlets/outlets
    • Junction boxes
    • Curb inlets
    • Yard drains
    • Structure dimensions, materials, wall thicknesses, and covers 

    Gradings and Pavings Plan "G Sheets"

    A Grading and Paving Plan is a key part of civil engineering and site development design. It shows how a site will be shaped (graded) and surfaced (paved) to ensure proper drainage, accessibility, and constructability. 

    1. Grading and Paving Plan

    Existing and Proposed Topography

    • Existing ground contours 2-foot  
    • Proposed contours 2-foot  
    • Spot elevations (corners of buildings, pavement, ramps, etc.)
    • Fixed objects, retaining walls  

    Paving Layout

    • Sidewalks, driveways, streets, curbs, gutters
    • Parking lots and ADA-accessible routes
    • Pavement types and limits (asphalt, concrete, pavers, etc.) 

    Grading Around Structures

    • Pad elevations for buildings
    • Slopes away from foundations
    • Door and garage elevations
    • Percent slope labels on driveways, ramps, and other graded surfaces 

    Paving Materials and Thicknesses

    • Pavement sections

    Landscaping including required mitigation

    • Location of all proposed plantings (trees, shrubs, groundcover, turf) Size at installation  
    • Quantity of each plant type
    • Spacing and layout patterns 

    2. Paving Details

    Provides construction-level drawings of the components used in the Grading and Paving Plans showing how each item is built.  It includes City of Bellevue Standard drawings: 

    • Curb, Gutter and Sidewalk type
    • Curb ramps (ADA-compliant)
    • Transitions at driveways and intersections
    • Driveway approach type
    • Sidewalk ramps with detectable warning surfaces 

    Temporary Traffic Control Plans "TCP Sheets"

    A Temporary Traffic Control Plan (TTCP) is a detailed engineering drawing and/or document that outlines how traffic (vehicles, pedestrians, and bikes) will be safely managed around a construction\work zone.

    It's essential to protect public safety and worker safety while ensuring minimal disruption to traffic flow. It must comply with City of Bellevue TRAFFIC CONTROL PLAN GUIDELINES and MUTCD (Manual on Uniform Traffic Control Devices).
