A pool plan must be designed and stamped by a Washington State-licensed structural engineer. 

  • Provide the pool plan and dimensions.
  • Show the fence location. The fence must be at least four feet high with a self closing, self latching gate. (Bellevue City Code, Section 23.16.010)
  • Indicate drains and connection points.
  • Show structural sections and details
    • provide a full structural section of the pool with all dimensions.
    • show the size, spacing and placement of all materials.

Barrier-free access for the disabled is required for public pools and spas. Refer to International Building Code, Chapter 11, for Barrier-Free Facilities.

A spa plan must include the following:

  • Indicate the dimensions and location of the spa.
  • Show the structural support; include details.
  • Show the fence location. The fence must be at least four feet high with a self closing, self latching gate. (Bellevue City Code, Section 23.16.010) Note: A locking cover may be installed instead of fencing to assure supervised use of the spa.

In-person Permit Center services are available Monday to Thursday 10 a.m. - 3 p.m.

The Permit Center will be open on Friday from 10 a.m. - 3 p.m., although customers visiting City Hall may be served remotely by permitting staff.
