    Proposed Code Amendments

    Next Right Work

The Bellevue City Council launched the Next Right Work actions in 2022, following the adoption of the Affordable Housing Strategy in 2017. These specific initiatives are aimed at encouraging additional housing and affordable housing within the city. Learn more on the Next Right Work page.

    Critical Areas Ordinance Update

The City of Bellevue is updating its Critical Areas Ordinance to strengthen environmental protections while supporting responsible growth. Required by state law, this update ensures regulations reflect the latest science and balance conservation with development needs. Learn more on the Critical Areas Ordinance 2025 Update page.

    Sign Code Update

In August 2024, the City Council launched the Sign Code Update, which is anticipated to be a complete rewrite of the existing sign code (BCC 22B.10). This update will bring the code into compliance with applicable case law, simplify and streamline regulations, and balance the needs and desires of the business community and residents. Learn more on the Sign Code Update webpage.

    Housing Opportunities in Mixed-Use Areas

The Housing Opportunities in Mixed-Use Areas (HOMA) land use code amendment is designed to encourage housing development. It proposes higher density, taller buildings and removing obstacles to building more homes. The proposal will create an affordable housing program—either mandatory or voluntary—in various mixed-use areas of the city. The proposal also updates land use districts and the city’s land use map. Learn more on the HOMA project webpage.

    Wilburton Vision Implementation

The City Council has launched the Wilburton Vision Implementation to create a vibrant, walkable and sustainable mixed-use community. Following the adoption of the Comprehensive Plan Amendment on July 23, 2024, the project is now focused on Land Use Code Amendments that will shape the future of approximately 300-acre Wilburton Transit-Oriented Development (TOD) area. For detailed information on the project, including the latest updates and drafts of the proposed Land Use Code Amendments, visit our project webpage.

    Middle Housing Code Amendments

These amendments will update Bellevue’s Land Use Code and City Code for compliance with House Bills (HB) 1110 and 1337 to expand the number and type of housing units permitted in residential areas of the city. Learn more about the Middle Housing Code Amendments.
