On Jan. 19, 2021, the City Council approved the three-year Bellevue Centers Communities of Color Initiative to support a community-led effort to advance the city’s values and commitment to racial equity by building trust and awareness through dialogue across the city’s diverse population, ensuring that all Bellevue communities have the opportunity to grow and thrive.
Leading the effort is the Communities of Color Coordinating Team, a diverse group of people who live and work in Bellevue and are dedicated to improving opportunities and racial equity for the betterment of the entire Bellevue community. The initiative is following a three-tiered approach to:
- Develop trust through dialogue: With assistance from city staff, a Communities of Color Coordinating Team made up of diverse community members created a series of community discussions on equity issues during year one. These dialogues built racial literacy and skills through education and training.
- Build racial literacy skills through education and training: The city will educate community members on racial equity issues, potentially in partnership with local businesses, nonprofits and government organizations.
- Co-create recommendations for action: In collaboration with the CCC Team, city staff, leadership and other stakeholders, the city will explore activities and recommendations to advance racial equity here and build trust and awareness across the city’s diverse population.
Meetings
The team meets on the fourth Thursday of every month 5:30-7:30 p.m., with meetings available both virtually and in person at City Hall, Room 1E-120.
Members
The Communities of Color Coordinating Team is composed of Bellevue community members who work, attend school or live in Bellevue. Members serve a three-year term and are appointed by the city manager. After three years of service, a member may reapply and be reappointed. Vacancies occurring for reasons other than the expiration of a term shall be filled for the unexpired portion of the term.
- Chair, Regina Glenn (she/her), first term expires 02/11/2028. Glenn has served as president of Pacific Communications Consultants Inc. for over 30 years and has 25 years extensive background with small business development especially working on government contracts. She is a resident of Newport Hills and is the former president of Newport Hills Community Club. She graduated from Leadership Eastside and is a former member of Bellevue Police Department Advisory Committee. She is widowed has two daughters, two granddaughters and two great-grandchildren.
- Vice-Chair, Dr. Elba Moise (she/they/ella/ellex), first term expires 02/11/2028. Dr. Moise is a leadership, learning and program management professional with over 12 years of experience advancing inclusion through strategic learning and engagement programs. As a program manager at the University of Washington's Foster School of Business, she leads inclusive leadership development and community engagement efforts. A seasoned public speaker, she weaves together learning frameworks, inclusive leadership practices and conflict navigation strategies to strengthen team dynamics and cultivate belonging. She holds a PhD in Learning Sciences & Human Development and a Master of Public Health, equipping her to design data-driven, people-centered and community-focused initiatives. At the heart of her work is curiosity, she takes time to understand where community members are in their growth journeys and designs high-impact experiences that build trust and drive results. Passionate about cultural inclusion, representation and cross-cultural dialogue, Dr. Moise brings empathy and a systems-thinking approach. Dr. Moise is committed to creating community-centered solutions that uplift Bellevue’s diverse residents.
- Member, Dr. Randy Nuñez (he/him/his), second term expires 01/23/2026. Dr. Randy X. Nuñez's professional journey is deeply rooted in his personal story as a Chicano from a family of farmworkers who migrated to Washington from Mexico and Texas. He is a first-generation student who, despite immense barriers, was the first in his family to graduate high school and go on to earn a doctorate. His own experience of navigating a turbulent world to get to that graduation stage is what he considers his greatest academic accomplishment. For over two decades, he has dedicated his career to education, focusing on college and career readiness, family and community engagement, and equity leadership. He has provided this leadership in both school districts and nonprofit sector. The spark that ignited his purpose to use education to create spaces for young people was his involvement with a MEChA club in high school. He currently serves on the Washington State Commission on Hispanic Affairs, appointed by the Governor to help develop public policy for the Latino community. He is also the lead organizer and founder of Fiesta del Maíz, a public festival that celebrates the history and culture of Mesoamerican Indigenous peoples. He believes that true, healthy success means bringing your whole culture with you.
- Member, Laurren Chase (she/her), first term expires 02/11/2028. Laurren Chase, Director of Equity & Belonging at Eton School is passionate about increasing the feeling of belonging amongst community members.
- Member, Ricardo Perezchica (he/him), second term expires 01/23/2026. Perezchica is a proud husband and devoted father of two, raising his family in Bellevue. As a local business owner, he brings both entrepreneurial drive and a deep commitment to community to his work. He believes in creating opportunities that not only build successful businesses but also strengthen the neighborhoods where families live, work and thrive. Grounded in his values of family, integrity, and service, Ricardo is passionate about ensuring that all voices are represented in shaping Bellevue’s future. His lived experience as a parent and community leader gives him a unique perspective on the importance of equity, belonging and opportunity for all communities. Through both his business and civic involvement, he is dedicated to fostering inclusion, building meaningful relationships, and creating spaces where families—like his own—can flourish for generations to come.
- Member, Ruhi Gadde (she/her), second term expires 01/23/2026. Ruhi Gadde is a high school student who lives, works, plays and studies in Bellevue. She is grateful to serve and bring youth voice to CCC.
- Member, Tina Morales (she/her), first term expires 02/11/2028. Morales serves as program manager for Youth Eastside Services (YES) Community Based Programs. She also works as a substance use counselor and a latine youth & family specialist. She is a co-organizer of the following Latine youth leadership, community service and culture groups: Latino H.E.A.T., at Sammamish High School, Latinos Unidos at Redmond High School, Latino V.O.I.C.E at Juanita High School and a Latino student union youth coalition of Latine leadership on the Eastside. She is a proud Chicana and first-generation college graduate along with her siblings. She is honored to serve community through a bilingual, bicultural empowerment lens and aims to humbly and collectively work for healing and justice in the community. Morales most enjoys supporting youth to embrace their identity, dreams and their own power. Her motto is influenced by her cultural heroes and forever will be ¡Si Se Puede!
- Member, Tulika Dugar (she/her), first term expires 02/11/2028. Dugar lives in Bellevue with her family and dog. She has worked in customer-facing roles throughout her career, including in her current new role with U.S Bank, Lakemont as a client relations consultant. She is very passionate about the community and look at us all as one human. Serving at the CCC as a member of the committee gives her a chance to work toward change needed in today’s times.
