Safe Speeds Bellevue
Safe Speeds Bellevue is a new program to improve safety and support Vision Zero by evaluating speed limits and reducing speeds on city streets.

Business Licensing
The city is proposing to adopt an annual license renewal requirement to maintain a more accurate database of active businesses operating in the city, support communication and engagement with the business community, and enhance municipal services. The proposal also includes a tiered fee structure based on a company’s total annual gross receipts to provide equity for smaller businesses.

The city is simplifying the tax reporting requirements for businesses subject to the city’s square footage tax so that; 1) the tax is easier to calculate, and; 2) businesses will only pay either the gross receipts tax or the square footage tax, not both.

Utilities Budget and Rates
Utility rates are approved by City Council as part of the City’s budget. Before the proposed budget reaches City Council, it is thoroughly reviewed by the Environmental Services Commission, a seven-member citizen advisory commission. A public hearing is also held to review public comments before the Commission provides a recommendation and the City Council decides on approval.

Kelsey Creek Culvert at Lake Hills Project
The City of Bellevue delivers clean water, moves wastewater and maintains a storm and surface water system that reduces flooding. To ensure these services continue reliably, the city is replacing the Lake Hills Boulevard culvert and repairing and/or replacing portions of the sewer and water system near Larsen Lake and the Lake Hills Greenbelt. This project is partially funded by the King County Flood Control District.

Without planning ahead, the wastewater lake lines will begin to fail. This could cause a loss of service to residents and be a risk to the sensitive lake environment. Bellevue Utilities developed a management plan for the future repair, replacement, and maintenance of the lines. The plan ensures we continue to provide safe and reliable sewer service to the community. The plan also protects public health and the delicate Lake Washington ecosystem

Bellevue Utilities develops a system plan for each utility service. These plans look ahead at least 20 years to make sure our systems can handle future needs. Bellevue updates each utility system plan about every 10 years. All three utility plans (water, wastewater, and surface and storm water) will be updated 2025–2026.
