The City of Bellevue is updating its land use code to implement the Future Land Use Map (FLUM) designations adopted in the Bellevue 2044 Comprehensive Plan. These updates will create a new high-density residential district, modernize the Planned Unit Development (PUD) provisions and align specific property zoning with the FLUM. These changes are intended to advance policies that promote housing diversity and density while increasing flexibility for large sites to support the preservation of open space and trees.
Project Components
1. New High Density Residential (HDR) District
The city is creating a new standalone High Density Residential land use district to implement the FLUM and accommodate density that exceeds current multifamily limits.
- Capacity: Supports residential development at a scale of approximately 60 dwelling units per acre.
- Location: The new district will apply to designated areas identified in the Comprehensive Plan, specifically within Crossroads and Factoria.
2. Planned Unit Development (PUD) Update
Bellevue’s PUD framework is being updated to become a more effective tool for contemporary development and implement Comprehensive Plan policies to support affordable housing and achieve more tree canopy on larger sites. The changes will evaluate:
- Increased flexibility in setbacks, lot coverage and building placement, especially for sites over 10 acres.
- Standards to allow clustering of buildings to preserve significant trees, natural features and meaningful open space.
- New incentives and greater flexibility to facilitate the development of affordable housing.
3. Legislative Rezones
As part of this LUCA, areas around Crossroads and Factoria Mall are proposed to be rezoned to the newly created High Density Residential District, and a portion of the Overlake Farms property in the Bridle Trails neighborhood will be rezoned to Low Density Residential. These legislative rezones are to align zoning with the FLUM designation in the Comprehensive Plan.
