The Code Compliance team works with the community to address reports of potential code violations on private property. The goal is to support safe, healthy and well-maintained neighborhoods by helping residents understand and follow local codes and ordinances.

This approach supports education, communication and voluntary compliance whenever possible. When neighbor-to-neighbor issues arise, the city’s Conflict Resolution Center may provide an effective alternative to formal enforcement using no-cost mediation and negotiation services. Learn more about finding the right help for housing and property questions.

Mission and Vision

Code Compliance officers are dedicated stewards of Bellevue’s neighborhoods. The team provides clear guidance, supports community understanding and encourages voluntary compliance through responsive service and education.

Building Compliance

Building concerns often relate to construction occurring without permits, work that may not meet safety standards, or structures that appear unsafe or unstable. Code Compliance can help review these situations and determine whether building activity meets city requirements.

Clear and Grade Concerns

Cutting, clearing, grading or earth‑moving activities on a property typically require permits to ensure safety and protect environmental features. If you notice unpermitted clearing, grading, or tree removal, you can report it to Code Compliance for review.

Inoperable Vehicle Storage

Zoning and Land Use Compliance

Questions about how property is being used—such as unauthorized uses, activities not allowed in a specific zoning district, or development that may not align with land use regulations—can be directed to Code Compliance. Staff can help clarify permitted uses and evaluate potential violations.
