Bellevue Utilities is committed to providing safe and reliable utility services to both property owners and tenants of residential, multi-family or commercial properties. We bill the address where service is received, so property owners are always responsible for all utility charges at the service address. However, we understand Owner-Tenant relationships are common and provide the following resources to help guide the billing of utility services.
Billing and Collection Notices
- Property Owner Billing: Utility bills are sent directly to property owners, as they are responsible for utility payments.
- Tenant Notifications: With the property owner’s permission, tenants and property managers can receive copies of bills and collection notices, keeping everyone informed about utility usage and account balances.
- Prorated Bills: Bellevue Utilities does not provide prorated bills when tenants move in or out. However, to help residential customers calculate a prorated bill, we offer these instructions (click to download Excel file to your device to use calculator). For commercial and multi-family accounts, contact Customer Service if further assistance is needed.
Leak Detection and Adjustment
- Property Owner Responsibility: If a leak is detected, the property owner is notified and is responsible for all associated costs. Please ensure we have your most accurate email address on file to receive leak detection notices the fastest way possible. Property owners are encouraged to address any leaks quickly to minimize damage and costs
- One-Time Adjustments: Only the property owner can request a one-time leak adjustment.
Wastewater Average Adjustment
New residential tenants can request to have their wastewater charges adjusted after receiving two full-cycle utility bills. This ensures bills are based on the new tenant's actual water usage, rather than the previous tenant's usage.
