    The City offers bill assistance to Bellevue Utilities customers who are:

    • Low-income and age 62+
    • Low-income and with a permanent disability receiving benefits from a government program
    • Receiving in-home dialysis

    What bill assistance options are available?

    • Residents Billed Directly: If you receive a bill directly from Bellevue Utilities, you can apply for a 70% discount on your basic utility costs.
    • Residents Billed Indirectly: If you live in an apartment or condo and do not receive a bill directly from Bellevue Utilities and instead are billed through a 3rd party, you can apply for a rebate on basic utility costs.

    To apply online, you will need an email address. If you do not have an email address, you can request a form application by contacting us at (425) 452-5285, or visit our office at Bellevue City Hall or Bellevue Mini City Hall at Crossroads Mall.

    Which qualification do you meet?
    To qualify for this assistance, you must be at least 62 years of age and meet specific income requirements.
    To qualify for this assistance, you must receive disability benefits from a government program, including but not limited to Social Security or the Veterans Administration. If you qualify for bill assistance under both the age and disability requirements, we recommend applying under the status of disability to ensure all benefits are considered.
    To qualify for this assistance, you must provide proof of receiving in-home dialysis and receive a bill directly from Bellevue Utilities.

    How do you currently pay your utility bill?
    You may qualify for a 70% reduction on your basic utility costs for water, wastewater, and storm water drainage services.
    You may qualify for a 70% rebate on the basic utility costs.

    Later in the application process, you will need to provide proof of residency for the last calendar year, with a PSE bill from the prior Jan, lease agreement, or tenant landlord form. 

    About Your Household

    Bellevue Utilities defines a household as a person(s) who lives in the home and contributes to the household income. 

    Situations not considered to contribute to a household: 

    • Minor dependents under the age of 18 count towards your household size but their income is not counted towards household income.
    • Registered in-home caregivers do not count towards household size or household income.
    • Renters in your home do not count towards household size or income: however, you must include any rental income to your household income.

    • That I have read and understood all of the Utility Bill Assistance Program Guidelines for Utility Bill Assistance Discount, Rebate, or Tax provided with this application, and that all of the information provided by me on this application is accurate, complete, and true to the best of my knowledge.
    • That I understand that submitting the required documentation does not guarantee eligibility to the program. Such information will, however, be used to determine if I qualify for benefits under the program.
    • That I understand that the income documents I provided will be used by the City to create an income worksheet that will be used to determine income qualification.
    • That I have read the definition of “disposable income” for the program and to the best of my knowledge, I and my household are eligible for the program.
    • That I have provided a true and accurate list of “disposable income” to the City for the prior year.
    • That I understand the rate discount is for charges paid this year only and it is my responsibility to re-apply or renew my participation for this or any other bill assistance program during application periods for those programs.
    • That I understand the rate rebate and tax rebate is for charges paid in the prior year only and it is my responsibility to re-apply or renew my participation for this or any other bill assistance program during application periods for those programs.
    • That I understand that any attempt to falsify my information will result in my disqualification from the program for this year and may subject me to repayment of funds received and further civil or criminal penalties.

    • That I understand that if I receive utility assistance and do not disclose all sources of disposable income for household members for the prior year, the City may recover the funds received for the period that I was not eligible.
