The Cultural and Economic Development Division is seeking proposals from qualified developers to design and construct a mixed-use development, which will include integration of a 302-stall park-and-ride serving the adjacent BelRed light rail station. Following completion, the parking facility will be owned and operated by Sound Transit for Link light rail users.
Currently a surface parking lot, the site is located north of Spring Boulevard between 130th and 132nd avenues (AFN: 2825059040, 2825059159, 2825059191).

Instructions for Proposals: Submittals are hereby solicited and will be received no later than 5 p.m. Pacific Time on June 2, 2025. Proposals must be submitted electronically to the Cultural and Economic Development Division at BizSupport@bellevuewa.gov. Please title the email “130th TOD Site – RFP Response” and include a link to One Drive, Google Drive, Dropbox or other file sharing services. All files should be clearly labeled. Sections with more than one document should have an independent folder with the title of the section.
Questions: City staff are prohibited from speaking with potential proposers about the project during the solicitation (blackout period). Once the RFP is published, proposers will be required to submit any questions in writing prior to the close of business April 11, 2025, for staff to prepare any response required to be answered by addendum. Questions shall be sent via email directly to BizSupport@bellevuewa.gov. All questions received will be answered and posted via addendum on this page no later than April 25, 2025.
