Earlier this year, the Office of Housing released a Request for Qualifications (RFQ) soliciting proposals from qualified housing developers to design, finance, and construct an affordable housing development, to include an arts and cultural space, on a roughly one-acre parcel of city-owned land in the BelRed Arts District. Formerly Kelly's Autobody, the site is at 1500 130th Ave NE (AFN: 2825059058). This solicitation is now closed, effective June 2, 2025.

The city is negotiating long-term site leasing agreements with BRIDGE Housing and anticipates agreements in final form for Council approval in early 2026.

Instructions: Submittals are hereby solicited and will be received no later than 5 p.m. Pacific Time on June 2, 2025. Proposals must be submitted electronically to the Office of Housing at housing@bellevuewa.gov. Please title the email “Kelly TOD Site – RFP Response” and include a link to One Drive, Google Drive, Dropbox or other file sharing services. All files should be clearly labeled. Sections with more than one document should have an independent folder with the title of the section.
Questions: City staff are prohibited from speaking with potential proposers about the project during the solicitation (blackout period). Once the RFP is published, proposers will be required to submit any questions in writing prior to the close of business April 11 for staff to prepare any response required to be answered by addendum. Questions shall be sent via email directly to housing@bellevuewa.gov. All questions received will be answered and posted via addendum on this page no later than April 25.
