The City of Bellevue's Office of Housing is seeking proposals from qualified housing developers to design, finance and construct an affordable housing project on a roughly half-acre parcel of city-owned land in the Wilburton Transit-Oriented Development district. Formerly a Porsche auto dealership, the site is at 12000 Bel-Red Road (AFN: 1099100167) and was purchased by the city of in 2014 to support a street improvement project. The redevelopment area is 22,132 square feet.

Instructions for Proposals: Submittals are hereby solicited and will be received no later than 5 p.m. Pacific Time on June 2, 2025. Proposals must be submitted electronically to the Office of Housing at housing@bellevuewa.gov. Please title the email “Wilburton TOD Site – RFP Response” and include a link to One Drive, Google Drive, Dropbox or other file sharing services. All files should be clearly labeled. Sections with more than one document should have an independent folder with the title of the section.
Questions: City staff are prohibited from speaking with potential proposers about the project during the solicitation (blackout period). Once the RFP is published, proposers will be required to submit any questions in writing prior to the close of business March 14, 2025, for staff to prepare any response required to be answered by Addendum. Questions shall be sent via email directly to housing@bellevuewa.gov. All questions received will be answered and posted via Addendum on this page no later than March 28, 2025.
