The Downtown Transportation Plan provides a mobility blueprint to ensure the downtown transportation system functions well and supports expected new jobs and housing. It includes transit improvements such as King County Metro's RapidRide bus service and East Link light rail and regional freeway capacity projects on SR 520, Interstate 405 and I-90.

The multimodal strategy in the plan accommodates both motorized and non-motorized transportation. The plan recommends improvements to roadways, transit, pedestrian and bicycle facilities, and traffic signal operations. The plan report documents recommended transportation system improvements to support land use and to enhance livability through 2030.
