The Washington State Growth Management Act of 1990 requires that infrastructure in cities keeps pace with development. The Act requires

cities to establish a "concurrency" measurement to determine the ability of the transportation system to support new development.

This assessment of transportation concurrency is prepared annually by the Bellevue Transportation Department to update information on land use developments and transportation conditions citywide.
