Frequently Asked Questions

Q: Is the Pedal Forward Eastside program different from WSDOT's e-bike rebate program?

A: Yes, Pedal Forward Eastside is separate from WSDOT's WE-Bike program. Residents are welcome to apply to both programs, but cannot combine rebates toward the purchase of one single e-bike. For information on WSDOT's program, visit https://ebikerebate.wsdot-sites.com/.

Q: Am I guaranteed a rebate if I apply?

A: No, applying does not guarantee you will receive a rebate. Recipients will be selected randomly from the applicant pool.

Q: What documents can I use to verify my income?

A: Tax household income can be found on line 11 of your federal tax return (Form 1040). Alternatively, you can provide a document dated within the last year showing proof of current enrollment in any one of the following programs: Supplemental Nutrition Assistance Program (SNAP), Supplemental Security Income (SSI), Medicaid, enrollment in a property tax exemption or deferral program, or enrollment in an income-based student loan program.

Q: I am unable to provide documents confirming my address/income. Can I still apply?

A: If you don’t have a permanent address or are unable to provide documentation verifying address/income, we will work to find an alternative solution. Contact pedalforward@bellevuewa.gov or reach out to customer service through the application portal if this applies to you!

Q: Can I purchase a used e-bike with Pedal Forward rebates?

A: No, e-bikes must be new and purchased from a participating e-bike retailer. Online sales are not eligible. This helps to ensure that your e-bike meets program safety standards. See a full list of eligible bikes.

Q: How is this program funded?

A: This program is funded by a grant from Puget Sound Energy Transportation Emissions Reduction Program, which is funded by the Washington State Department of Ecology's Clean Fuel Standard and aims to accelerate the equitable adoption of electric transportation solutions and promote a healthier environment for our communities. Staff from the City of Issaquah, Redmond and Bellevue administer the program in partnership with APTIM, a consulting firm that supports e-bike rebate administration.
