Cascade Water Alliance charges

The Cascade Water Alliance adopted a Regional Water Capital Facilities Charge (RCFC) increase in 2021. This charge applies to all new or upsized domestic and irrigation water meters. There are one-time charges due upon application for meter installation or prior to construction approval for meters larger than 2 inches that are contractor installed. Credit is given for removed meters. Stand-alone fire sprinkler connections and meters used to deduct volumes for sewer billing purposes are not counted as Cascade Equivalent Residential Units (CERUs), and no RCFC is imposed because these meters do not increase system demand.

For single-family customers, domestic “combination” meters sized to serve both domestic use and fire protection through installed fire sprinkler systems will be charged based on the meter size required for domestic demand alone, excluding fire protection needs. For RCFC calculation purposes, the meter will be assumed to be one size increment smaller than the installed meter, and any additional capacity required solely for fire flow will not be subject to RCFCs. Reductions of more than one size increment must be supported by additional documentation and are subject to approval. Meter size increases for reasons other than fire protection do not qualify for this adjustment and will be charged based on the full installed meter size.

Once the UC permit is issued, applicants requiring a new meter or service installation by the City will receive additional guidance on how to coordinate the installation process.

Side Sewer, Storm Collection and Unit Developer Extension Agreements

For some reviews and inspections, the city charges against the deposit. If the deposit is depleted, customers will receive a monthly bill for any additional hours. The city will refund any remaining deposit balance. Fire Dept. review is billed at $227 per hour. In-person Permit Center services are available Monday to Thursday 10 a.m. - 3 p.m.

The Permit Center will be open on Friday from 10 a.m. - 3 p.m., although customers visiting City Hall may be served remotely by permitting staff.
