A land use code amendment (LUCA) intended to improve the existing land use code to enhance the vitality and livability of Bellevue's downtown core.
Background
Downtown Livability 2.0 (DTL 2.0) looks back on the Downtown land use code that was adopted in 2017 and will propose updates to the code to address areas of the code that are not functioning as intended. The LUCA will build off of the existing code and Downtown Subarea Plan to further the goals of encouraging livability, vitality, accessibility as well as the sense of place for Downtown.
LUCA Overview
The goals of the LUCA are to:
• Reinforce existing policy guidance
• Maintain Downtown’s focus on open space and vitality
• Promote historic development patterns on Main St. in Old Bellevue
• Address code challenges
• Support the Grand Connection
• Ensure the effectiveness of the existing Amenity Incentive Program
• Continue to promote housing Downtown
The city will begin a robust outreach process over the summer that will include formal kick-offs of the project, attendance at city events, tabling throughout Downtown and meetings with stakeholder groups.
