New permit type improves efficiency and helps meet community housing needs
To meet community needs for more diverse housing choices, Bellevue is introducing a new type of permit this month for middle housing projects. The new permit will streamline the approval process for projects with three to six dwelling units – such as townhouses, stacked flats and cottage housing – on a single parcel.
The updated permit provides predictable steps to help projects progress efficiently, informed by practical feedback from those who use the city’s permit process. By improving coordination and reducing complexity, the city aims to support housing choices while maintaining neighborhood compatibility and development standards.
This change builds on recent updates to Bellevue’s land use code and state housing requirements, which allow a wider range of housing types in most residential zones. Together, these efforts help translate policy into real projects that meet the needs of Bellevue’s growing and diverse community. Learn more at Middle Housing Development.
Bellevue is committed to helping customers navigate the process for all permits. In October, Development Services hosted a Residential Permitting Expo, featuring permit application workshops and a panel discussion on accessory dwelling units. The department offers convenient resources, including Virtual Permit Center for one-on-one guidance on general permit and process questions.
As Bellevue continues to grow, the city remains focused on improving customer service, increasing efficiency and ensuring development standards support a high-quality built and natural environment.
