Bellevue Utilities will begin construction in mid-March on replacement of the Kelsey Creek Culvert, necessitating closure of Lake Hills Boulevard between 151st and 154th avenues Southeast.
Aging culvert needs replacement
The existing culvert beneath Lake Hills Boulevard is undersized and has shown signs of instability in recent years. This project is a major infrastructure investment designed to reduce flooding risk, improve drainage and modernize aging water and sewer systems.
“In addition to replacing the culvert, the city will upgrade nearby aging sewer and water infrastructure to improve system reliability and long-term performance,” said Utilities Director Lucy Liu. “This coordinated approach will provide long-term infrastructure improvements and reduce future maintenance needs for decades to come.”
Traffic impacts
To complete the work safely and efficiently, lane and road closures are necessary. Drivers should plan for delays and follow posted detours and traffic control measures.
- Lane closures: Partial lane closures will begin in mid-March 2026. Flaggers and signs will guide traffic through work zones during construction hours.
- Full street closure: Lake Hills Boulevard between 151st and 154th avenues will fully close for approximately 60 days during the most intensive phase of construction. Detour routes will be clearly marked.
