Joy St. Germain appointed HR director

Today, City Manager Brad Miyake announced the appointment of Joy St. Germain as Bellevue’s human resources director. St. Germain was most recently the human resources director for the City of Tacoma, a position she held for 10 years. She also previously worked for the state Department of Ecology as the human resources director. St. Germain will begin her new position on Monday, Nov. 13.

“As a seasoned human resources professional, Joy St. Germain brings a collaborative, results-oriented approach that will benefit Bellevue greatly,” said City Manager Brad Miyake. “Joy’s proven success in assisting departments hire, develop and retain a qualified, high-performing and diverse workforce is of immediate value as the city looks to hire and employ the best and the brightest in this competitive job market.”

Thanks to the great work already underway at the city, I have a solid foundation to build upon in the areas of diversity and being an inclusive employer of choice.”

St. Germain has more than 20 years of human resources experience. Her professional background includes developing and implementing a citywide employee performance evaluation system, leading a classification and compensation study, collaborating on labor negotiations, assisting with change management for department reorganizations and spearheading employee performance management. St. Germain has a master’s degree in health services administration from Yale University and a bachelor’s degree from Connecticut College.

The previous human resources director, Kerry Sievers, who worked for the city for four years, retired in June 2017.

The City of Bellevue has approximately 1,300 full-time employees.
