Following a public hearing during Monday’s meeting, the City Council unanimously passed a Land Use Code (LUC) Amendment reconciling conflicts between on-street parking requirements and the adopted Capital Investment Program (CIP) project designs for Northeast Spring Boulevard. The ordinance incorporated earlier direction from councilmembers to be narrowly tailored and correct identified conflicts in a clear, efficient and transparent manner.
The adoption comes after two study sessions and public outreach on the proposed LUC Amendment. The issue initially arose over a CIP project design that only accommodated on-street parking on one side of Northeast Spring Boulevard. Under the 2009 BelRed subarea plan, parking is required on both sides. The project, however, is consistent with the council’s pedestrian focus for BelRed and the approved CIP design for the street. The new code will go into effect on Dec. 14.

Councilmember Janice Zahn sworn in
As the night’s first item of business, Janice Zahn was sworn in by King County District Judge Lisa O’Toole as the new councilmember for the Position 5 seat. Councilmember Zahn was elected to the council in November and her term officially began when the election was certified on Nov. 26.
Prior to joining the council, Zahn served on the Transportation Commission from 2013 to 2017. A longtime construction manager, she has lived in Bellevue since 1994. Additional information about Zahn is available on the council page.
