The City of Bellevue conducts regular surveys to gauge community member satisfaction with city services and life in Bellevue. These surveys collect statistically reliable data that help city staff understand community opinion and make service delivery improvements accordingly. Survey topics are informed by the City Council’s Strategic Target Areas and developed by a city team of subject matter experts in collaboration with an external survey vendor.
City Services and Overall Performance
City surveys cover a variety of topics. The Performance Measures Survey is a comprehensive study of overall perceptions of life in Bellevue and the effectiveness of city services. In 2025, this biennial survey was redesigned to conduct more surveys in a given year and explore more topics. These reports will be published soon.

Budget
The Budget Survey is conducted every two years to learn about community budget priorities, the importance and level of satisfaction with city services, and the value community members feel they get for their tax dollars.

Inclusion and Engagement
The Community Inclusion and Engagement Survey is the city’s first statistically reliable study of inclusion and civic life. This annual survey examines belonging and social connection, community experience, and trust in government, among other topics.
