After more than a year of work and widespread engagement with the community, the City of Bellevue has adopted its 2026-2030 Sustainable Bellevue Plan, charting a course to achieve the city’s goal of carbon neutrality by 2050.

The plan, adopted by the City Council at Tuesday’s council meeting, will guide city action for the next five years across a variety of sustainability topics. Focus areas include climate change, energy usage, materials and waste, mobility and land use, and the city’s natural systems. The city is leading by example – through its municipal building operations and fleet electrification efforts – and remains on track to achieve its carbon-neutrality goal by 2040.

“The climate crisis demands action – and here in Bellevue, we are answering that call,” said Mayor Lynne Robinson. “This bold new plan charts the next phase of our city’s commitment to a healthy, resilient and thriving community for generations to come. It builds on years of progress and serves as a roadmap for how Bellevue will continue reducing greenhouse-gas emissions and preparing for the growing impacts of climate change over the next five years.”

An update of the 2021-25 Sustainable Bellevue plan, the plan outlines 41 strategies to support the city in meeting its sustainability goals and bolstering the community’s resilience to climate impacts. In addition to reducing greenhouse gas emissions, the plan’s strategies focus on Bellevue’s tree canopy, access to mobility options and other sustainability issues.

Input from the community was critical in shaping the updated plan. Since efforts began in October 2024, staff engaged with more than 1,000 residents and organizations through public outreach, stakeholder groups and surveys. Community feedback made it clear that climate action and environmental stewardship remain a top priority for the city and emphasized the need to prioritize these efforts to support a livable future for everyone in Bellevue.

Background about the 2026-30 plan, including information about engagement, is available at Sustainable Bellevue Plan.
