    On Monday, the City Manager’s preliminary 2019-2020 Operating Budget and 2019-2025 Capital Investment Program Plan (CIP) was presented to the City Council. It marked the first of several discussions that will take place during the adoption process.

    Overall, the 2019-2020 biennial budget totals $1.7 billion, which includes $1.1 billion in operating expenditures, $72 million in special purpose expenditures and $534 million for the General and Utilities CIP. The proposal includes strategies aimed at providing quality services while curbing the growth in expenditures. It also funds critical infrastructure investments and advances the council’s three-year priorities.

    The third and final public hearing on the budget is scheduled for Nov. 19. Community members interested in providing feedback to the council regarding the budget at the public hearing may sign up to speak during that evening’s Regular Session, or submit comments in writing to the Finance Department at DBaldwin@bellevuewa.gov. Feedback is also welcome at other meetings during oral communications.

    Lights on AfterSchool proclamation

    Later, the council joined cities and towns across the country in issuing a proclamation recognizing the importance of accessible, quality after-school programs in their communities.

    Councilmembers were visited by members of the Eastside Pathways Out of School Time Collaborative, which includes Boys & Girls Clubs of Bellevue, the Bellevue School District, the city’s Parks & Community Services Department, KidsQuest Children’s Museum, the King County Library System and Bellevue Family YMCA. The group has committed to creating activities celebrating “Lights on Afterschool” on Oct. 25 to continue to provide quality after-school and summer programs in the community.
