High-rise commercial and residential buildings stand in downtown Bellevue, with a maple tree in front of them.

In recognition of Earth Month, the cities of Bellevue, Issaquah and Redmond are expanding the Clean Buildings Incentive Program, which will help owners of large commercial and multifamily buildings meet new state energy reporting and performance requirements and take advantage of incentives. 

“Clean Buildings compliance is coming fast, and building owners shouldn’t have to figure it out alone. By partnering with Issaquah and Redmond, we’re making it easier to get expert support, access incentives and improve building performance before deadlines hit,” said Bellevue Mayor Mo Malakoutian.

The cities are hosting a joint Clean Buildings Incentive Program 101 webinar on Thursday, April 23, noon-1 p.m., for building owners, managers and industry professionals who want to learn more about the joint program and the state’s Clean Buildings Law. Register.

"The City of Issaquah is committed to supporting our building owners in reducing energy use and continuing progress towards our climate targets," said Issaquah Mayor Mark Mullet. “Through our expanded partnership with Bellevue and Redmond, we look forward to having a greater impact by providing direct support for commercial and multi-family buildings to secure financial incentives for energy efficiency upgrades."

With compliance deadlines for large commercial buildings approaching as early as mid-2026, Bellevue, Issaquah and Redmond are adjusting and expanding services to help building owners meet state requirements and avoid potential fines. The revamped program will help owners access available incentives and support to improve building performance. 

“This program will reduce emissions from buildings and save owners and tenants money by lowering energy bills,” said Redmond Mayor Angela Birney. “We’re excited to partner with Bellevue and Issaquah on this initiative, as we know we can make a larger impact when we work together.” 

Under the expanded regional program, buildings larger than 20,000 square feet will be prioritized and receive:

  • Free consultations, engineering services and compliance support
  • Training on how to comply with the state Clean Buildings Performance Standard 
  • Support with building energy benchmarking and development of required documents
  • Training on best practices related to building operations, maintenance and energy management 
  • Assistance accessing incentives
  • Overall compliance process support

Services will be offered through the end of 2026, while funding remains available. To apply for program services, complete the intake form.
