To advance local affordable housing efforts, the City of Bellevue’s Office of Housing is inviting affordable housing developers and operators to submit project proposals for a pool of up to $20 million from the Housing Stability Program and/or $10 million from the city's Affordable Housing Fund for housing support work and affordable developments in the city. Project proposals are due by noon on Tuesday, Sept. 9, 2025, with a required pre-application conference occurring no later than Friday, Aug. 22.
Bellevue’s Housing Stability Program is funded by a 0.1% sales and use tax approved by the City Council in 2022 under a state law for housing and related services. The program is administered by the Office of Housing and Parks and Community Services, with support from A Regional Coalition for Housing (ARCH), and invests capital funding into targeted affordable and supportive housing developments that serve the city’s most marginalized residents in addition to funding services critical for housing stability. Funds available this year include up to $20 million collected from city sales tax revenue for capital investments.
Eligible Housing Stability Program projects include capital for new construction and acquisition projects as well as operations, maintenance, and on-site housing-related services for households earning below 60% of the area median income (AMI), with a preference for affordability below 30% AMI.
This year, the city is also making available up to $10 million in one-time funding through its Affordable Housing Fund, comprised of developer fee-in-lieu payments and prior city appropriations for housing. Unlike the Housing Stability Program, the Affordable Housing Fund consists of primarily non-renewable revenue sources that have accumulated over time and represent an opportunity for the city to accelerate production of local affordable housing by providing local gap funding for qualified development teams.
Eligible Affordable Housing Fund projects will serve a range of income levels and programs across the city, including rental and homeownership efforts. Any projects providing rental units to households below 80% AMI or homeownership units to households earning below 100% AMI are encouraged to apply. Project proposals should include one or more of the program priorities listed within the request for proposals.
