The city of Bellevue has seen early success thanks to many partners and volunteers who help support the work.
Bellevue College
Bellevue College is a critical partner in advancing innovation in the community. On June 18, 2025, the College Board of Trustees adopted Resolution 308, which affirmed the board’s support for Bellevue College to serve as a foundational partner with the City of Bellevue on the innovation initiative aligned with the city’s proposed Inclusive Innovation policy framework. The city and college, with other partners, are working to create a living laboratory for innovation.
Govstream.ai
The Development Services and Information Technology departments have launched a public-private design partnership with Govstream.ai, a government-focused AI startup, to pilot cutting-edge permitting tools that amplify the capacity of our staff and make the process faster and more responsive for applicants.
The Govstream.ai partnership brings advanced AI tools into the permitting process so staff can keep pace with demand while maintaining Bellevue’s hallmark quality.
T-Mobile for Government
T-Mobile has been an early and frequent thought partner in supporting the concepts for the Innovation Forum and for driving innovative practices in Bellevue. T-Mobile has been actively involved from the beginning in brainstorming and developing ideas for the innovation forum. They have consistently contributed their expertise and insights to help shape the forum's concepts and initiatives.
T-Mobile also provides resources for the Civic Innovation Challenge, an initiative aimed at addressing civic challenges and city priorities through innovative solutions. They are collaborating with the City of Bellevue and Bellevue College to develop the Living Lab idea, where innovators can develop and test new ideas and technologies in real-world settings. The lab will serve as experimental environments where innovators, students, educators, and the community can come together to develop solutions that can be tested and refined before being implemented on a larger scale.
Khasm Labs
Khasm Labs (formerly 5G Innovation Labs) has been a long-standing thought partner with the city, sharing innovation approaches with smart city connectivity and edge computing. Recently, Khasm has partnered with the Transportation and Information Technology departments in a collaboration with Archetype AI, AT&T and Dell Technologies. This has led to the development of an Archetype Lens focused on pedestrian safety. Trained on real Bellevue data, this custom Lens processes massive amounts of camera data (43GB per intersection daily) running on the edge powered by Dell’s platform using select-grade GPUs and hosted on AT&T’s network. This innovative system monitors intersection incidents in real-time, dynamically adjusting traffic signals to enhance safety and enable instant incident detection and response.
This approach helps to improve pedestrian safety in Bellevue by:
- Processing massive data volumes locally: each intersection camera generates 43GB daily—too much to efficiently send to the cloud
- Enabling split-second decisions: incident identification and response happens in seconds or less
- Running on standard edge hardware: Newton runs efficiently on Dell PowerEdge XR8000 servers with GPUs, directly within AT&T's network
King County Housing Authority
The King County Housing Authority has been an instrumental thought-partner in supporting the digital equity pieces of innovation and helping Bellevue think about how innovation can and should work for everyone. This work includes sharing information and data to drive initiatives that ensure access to technology, internet, and digital literacy training for all, regardless of income, age, or language.
