Through proactive leadership and governance, the City Council ensures the City of Bellevue provides high-quality services and facilities to meet the needs of a growing, dynamic community. In Bellevue's council-manager form of government, the council sets policy for the city, while a city manager, selected by the council, implements that policy and oversees city operations. Seven councilmembers, elected at-large, serve staggered four-year terms. The councilmembers, in turn, select a mayor and deputy mayor from among themselves.
