    Each year, the City of Bellevue receives community development block grants from the federal Department of Housing and Urban Development for housing and community development activities that address priority needs identified by the city. 

    In the spring, the city requests proposals from organizations with projects that may be suitable for Community Development Block Grant funding the following year

    2025-2029 Consolidated Plan

    To receive federal funds, the City must submit a strategic plan—the Consolidated Plan –every five years that identifies local needs and how those needs will be addressed. The purpose of this Consolidated Plan is to guide funding decisions for the City’s Community Development Block Grant (CDBG) funds for 2025-2029.

    The Consolidated Plan is guided by the three overarching goals of the CDBG program to assist low- and moderate-income residents: (1) Provide decent housing and increase affordable housing, (2) Prevent and mitigate homelessness, (3) Expand community and economic opportunities

    Annual Action Plans

    The Annual Action Plan outlines the goals and objectives of the city's CDBG program and describes the projects (and expected outcomes) that will receive CDBG funding during the program year.

    Performance and Evaluation Reports

    The Consolidated Annual Performance and Evaluation Report (CAPER) reviews how CDBG dollars were spent and what outcomes were achieved during the program year.

    Block Grant Resident Participation Plan 

    The city has adopted a Citizen Participation Plan that sets forth the city's policies and procedures for resident participation. Bellevue's plan details the requirements and processes for public involvement and opportunities for comment regarding the planning and programming for the Community Development Block Grant program. Occasionally the Citizen Participation Plan is updated and adopted by the Human Services Commission.

    Analysis of Impediments of Fair Housing 

    The City of Bellevue participates with the King County Consortium in preparing and developing community-wide Analysis of Impediments of Fair Housing (AI). The purpose of the AI is to affirmatively further fair housing means taking meaningful actions, in addition to combating discrimination, that overcome patterns of segregation and foster inclusive communities free from barriers that restrict access to opportunity based on protected characteristics.
