    Public Comment on 2020 CDBG Consolidated Annual Performance Evaluation Report (CAPER)

    The City of Bellevue is accepting public comment on its 2020 CDBG Consolidated Annual Performance Evaluation Report. Details on how to submit comments are in the public notice. The deadline for submitting comments is 4:30 pm on June 22, 2021.

    Public Hearing on Housing, Community Development and Human Services Needs

    The Bellevue Human Services Commission will hold a public hearing on June 1, 2021, to receive comment on housing, community development and human services needs in Bellevue. Please see the public notice for additional details.

    Public Comment on Amendment to 2019 CDBG Annual Action Plan

    The City of Bellevue is receiving public comment on the second amendment to the 2019 Community Development Block Grant (CDBG) Annual Action Plan to allow the City of Bellevue to receive and administer $897,623 in (CDBG) funds from the U.S. Department of Housing and Urban Development made available through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). This funding, known as CDBG-CV3, is to be used for eligible activities to prevent, prepare for, and respond to the coronavirus.     Notice of Public Hearing

    The City of Bellevue’s Human Services Commission will hold a public hearing on March 2, 2021, to receive comments on preliminary funding recommendations for the City’s Community Development Block Grant funds to prevent, prepare for, or respond to the coronavirus (CDBG-CV3). These funds were authorized by the United States Congress under the CARES Act that was adopted on March 27, 2020.     Notice of Funding Available

    The City of Bellevue is seeking applications for U.S. Department of Housing and Urban Development Community Development Block Grant funds (CDBG-CV) that were authorized under the federal Coronavirus Aid, Relief and Economic Security (CARES) Act. The City will receive $897,287 in CDBG-CV funds as part of HUD’s third round of allocations.

    The city is seeking proposals for public services projects that explicitly prevent, prepare for, or respond to the coronavirus. Applicants must indicate a clear connection to the coronavirus in their application. The City is only accepting proposals for the following activities:

    • Rental Assistance
    • Food Assistance
    • Behavioral Health

    Consolidated Plan 

    The Consolidated Housing and Community Development Plan is prepared every five years as both a planning document and an application for Community Development Block Grant funding from the U.S. Department of Housing and Urban Development. This Consolidated Plan covers the years 2020-2024 and is updated annually with single-year action plans.

    The purpose of the plan is to review current and future trends in the community regarding housing and human services. The needs identified through this review help shape a set of objectives and strategies that will be used to allocate block grant funds. This plan is intended to complement and work within the structures of other Bellevue policy and planning documents, including the Comprehensive Plan, the Human Services Needs Update and the American Community Survey and Census data

    CDBG Citizen Participation Plan

    The City of Bellevue has adopted a Citizen Participation Plan that sets forth the City's policies and procedures for citizen participation. Bellevue's Citizen Participation Plan details the requirements and processes for public involvement and opportunities for comment regarding the planning and programming for the Community Development Block Grant (CDBG) Program. 

    Annual Action Plans

    The Annual Action Plan outlines the goals and objectives of the City's CDBG program, and describes the projects (and expected outcomes) that will receive CDBG funding during the program year.

    CAPER Reports

    The Consolidated Annual Performance & Evaluation Report (CAPER) reviews how CDBG dollars were spent and what outcomes were achieved during the program year.
