The annual process of amending Bellevue's Comprehensive Plan is governed by the state's Growth Management Act (RCW 36.70A.130) and the city's Land Use Code (LUC 20.30I).  Plan amendments can come from either the city or private parties. 

Privately initiated plan amendments are reviewed through a two-step process:

  • Step 1 - Threshold Review: Evaluates proposals to determine eligibility for inclusion in the annual Comprehensive Plan Amendments work program.
    • Once proposed amendments have been reviewed, the Planning Commission makes recommendations to the City Council as to which proposals to include in the upcoming annual work program.
    • The City Council then adopts the annual work program, typically between March-July. Inclusion in the annual work program does not guarantee plan amendment adoption.
  • Step 2 - Final Review: Evaluates merits of proposals
    • The Planning Commission makes recommendations to the City Council on which plan amendments should be made.
    • The City Council then approves or declines each proposed amendments, typically in November or December.

During each step of review for privately initiated plan amendments, the Planning Commission holds a public hearing to gather community feedback prior to making recommendations to the City Council. 

All privately initiated amendments are published in the city's Weekly Permit Bulletin. For Comprehensive Plan Map amendments, property owners within 500 feet of the proposed amendment site are notified. Other interested parties can contact Teun Deuling at tdeuling@bellevuewa.gov to request notifications for specific proposed amendments.

Propose an Amendment

Amendments to the Comprehensive Plan are considered once per year. Privately initiated amendment applications are due by Sept. 15 for consideration the following year. Complete details on this process are available in the Comprehensive Plan Amendment and Rezone Procedures Guide.

Applications for a plan amendment are available online in the Permit Center.

There are two types of privately initiated Comprehensive Plan amendments:

  1. Map amendments: A change to the Comprehensive Plan map
  2. Policy amendments: A change to the policy language in the Comprehensive Plan

For Comprehensive Plan Map amendments, a meeting with staff and an intake application letter from Community Development Department is required. Map amendments can include a rezone application. You can apply for a rezone along with a site-specific Comprehensive Plan amendment to expedite the process.

For Comprehensive Plan policy amendments, applicants are advised to meet with staff, but an intake application letter is not required. Please contact the listed department contact to arrange a meeting at any time throughout the year.
