Bellevue operates under a council-manager form of government. This form of government consists of an elected city council, who represent the community, establish policies and develop a long-range vision for Bellevue's future, and an appointed city manager. The city council appoints a city manager who oversees all city operations.

Bellevue's government has a mission to provide exceptional customer service, uphold the public interest and advance the community vision (mission, vision and core values). The Police, Fire, Parks & Community Services, Utilities, and Transportation departments are all nationally accredited. In annual surveys, residents rate city services highly and approve of the city's direction. The city uses data to better manage its operations.

Boards, commissions and other committees provide in-depth review of important topics and give recommendations to the City Council.
