The Mobility Implementation Plan is a long-range planning framework adopted by City Council in 2022 following input from the public and a recommendation from the Transportation Commission. The plan ensures the city's various transportation plans are compatible with each other and the city’s land use plan. The Mobility Implementation Plan helps the city make decisions on project investments based on an evaluation of existing conditions and a prioritization that reflects the community expectations for their transportation system and the quality of mobility they expect.

    MIP Update

Since its adoption, the MIP has helped guide city projects and private sector development and has been used by the Transportation Commission to evaluate existing transportation Performance Target gaps. The Transportation Commission is now undertaking an update of the MIP – Bellevue’s Comprehensive Plan policy TR-28 directs staff to engage the community to evaluate and modify the plan as needed. This additional and updated content will support the work to implement a complete and connected transportation network.

    The MIP update will include:

    • A local street network for people bicycling and walking, largely consistent with the 2009 Pedestrian and Bicycle Transportation Plan, and reflective of changed circumstances, to document the planned complete and connected bicycle and pedestrian networks.
    • A new section in MIP Chapter 3, “Performance Metrics”, will describe the metric of pedestrian level of traffic stress (PLTS) to represent the environment for people walking along arterial roads. PLTS will serve as a companion to the bicycle level of traffic stress (BLTS) that is already in the MIP.
    • Updated tables and graphics to reflect existing conditions and reflect the preferred alternative forecast in the 2044 Comprehensive Plan Final Environmental Impact Statement.
    • Project concepts to address Performance Target gaps for people driving that are projected to occur by 2044 according to the Comprehensive Plan Final Environmental Impact Statement. These projects focus on volume and capacity at intersections.

The Transportation Commission will prepare a recommendation to update the Mobility Implementation Plan. The anticipated timeline for this project is January – June 2025. Specific community input will be sought to inform any changes needed to the local networks for people walking and bicycling. These networks were adopted in the 2009 Pedestrian and Bicycle Transportation Plan and the Commission will seek community input to confirm the current needs for local network connections.

    Progress reporting

The City of Bellevue is committed to tracking the progress of the pedestrian, bicycle, transit and vehicle transportation system through annual updates of the modal performance gaps in the MIP data dashboard. More information at MIP data dashboard.
