The Digital Equity Device program is a pilot program for 2026. The pilot will provide 60 devices and connectivity for households meeting the application criteria. Limit one per household. All information will be protected to the fullest extent of the law.

What eligible households receive

Households who meet the eligibility guidelines receive:

  • 1 refurbished Microsoft approved laptop with Windows 11
  • 1 of each: Mouse, Keyboard, Charger, Laptop bag
  • 12 months of hotspot connectivity

Eligibility requirements

To be eligible for a device you must reside within the city limits of Bellevue and meet the household size/yearly income requirements. Applicants will be required to provide proof of living in Bellevue City limits and income for entire household. Household is defined as: those on the IRS Income Tax Return and/or all individuals living in your home that you care for (married or not).

Bring only copies (do not send originals) of your documents and attach them to the completed application. Copies will not be returned.

Examples of supporting documents

You only need one of each category:

  1. Income verification with name on it (provide one from this category)
    • Tax return, W-2’s for all income earners in the household 21 and older
    • Most recent month of pay stubs for all income earners in the household 21 and older
    • KCHA ‘Rent Calculation Worksheet’
    • Social Security Income
    • DSHS food stamps-families of 4 or less automatically qualify for 75% under HUD and families of 5 or more automatically qualify for 50%
  2. Proof of living within the Bellevue city limits (provide one from this category). Supporting documents must have the name and address of service location on them.
    • Water, sewer, garbage bills
    • PSE gas/electric bill
    • Lease agreement or Mortgage paperwork

Income eligibility guidelines

Each household size has a maximum income allowed to qualify. Find your household size below and compare it to your annual gross income.

  • Household of 1 — Income limit: $55,000
  • Household of 2 — Income limit: $62,850
  • Household of 3 — Income limit: $70,700
  • Household of 4 — Income limit: $78,550
  • Household of 5 — Income limit: $84,850
  • Household of 6 — Income limit: $91,150

Application process

Event details

Dates: April 1, 3 and 8 
Time: 12-3 p.m. 
Location: Mini City Hall 
Capacity: Maximum of 20 participants per date 
Registration: Required and completed in person at Mini City Hall

How to participate

Apply in person at one of three events hosted at Mini City Hall.

  • Pre-registration is recommended as distribution is limited to 20 devices per event.
  • Bring the documentation for income verification and proof of living within Bellevue city limits to the event.
  • Staff from PCs 4 People will be onsite to process application submittal and supporting document verification.
  • If approved, a device package will be distributed at the time of application.
