Consolidated Plan

The Consolidated Housing and Community Development Plan is prepared every five years as both a planning document and an application for Community Development Block Grant funding from the U.S. Department of Housing and Urban Development. This Consolidated Plan covers the years 2015-2019 and is updated annually with single-year action plans.

The Bellevue Human Services Commission will hold a public hearing on the housing, community development and human services needs in Bellevue on Feb. 21, 2018, at 6 p.m. at Bellevue City Hall.  View the public notice with additional details on the public hearing.

The City is receiving public comment on its draft 2018 Community Development Block Grant (CDBG) Annual Action Plan.  Comments will be accepted between Jan. 24 and Feb. 24, 2018.  You can download the public notice regarding the public comment period here.  Download the draft 2018 CDBG Annual Action Plan here

The purpose of the plan is to review current and future trends in the community regarding housing and human services. The needs identified through this review help shape a set of objectives and strategies that will be used to allocate block grant funds. This plan is intended to complement and work within the structures of other Bellevue policy and planning documents, including the Comprehensive Plan, the Human Services Needs Update and the American Community Survey and Census data.

Annual Action Plans

The Annual Action Plan outlines the goals and objectives of the City's CDBG program, and describes the projects (and expected outcomes) that will receive CDBG funding during the program year. 

CAPER Reports  

The Consolidated Annual Performance & Evaluation Report (CAPER) reviews how CDBG dollars were spent and what outcomes were achieved during the program year.  2016 CAPER
