Bellevue is a smart city, with a clean, high-quality environment and excellent, reliable infrastructure that includes high-tech connectivity. The “Bellevue Smart/Planning for a Smarter City" strategic plan is available.

The Information Technology Department is partnering with other city departments and partners outside the city to help achieve the City Council’s vision of a smart city, with services continually shifting from reactive to proactive and predictive. Bellevue’s Smart City Strategy focuses on partnerships in six areas.

  • Our residents live in a safe, clean city that promotes healthy living
  • Infrastructure is ample and in excellent condition, including roads, rails, high-speed data, reliable electricity, and clean water
  • A state-of-the-art, intelligent transportation system moves people through the city with a minimum of wait times and frustration
  • We have superb infrastructure to support growing businesses and desirable residential opportunities
  • Our institutes of higher learning are connected physically and digitally

Smart Buildings

Incorporate SMART capabilities into building design and operations

  • Smart Buildings:Develop more “Smart” buildings that are connected, fault-detecting and self-healing
  • Reduce Waste: Aggressively reduce water and energy use through sophisticated analytics and improved monitoring
  • Safer Buildings:Improve response by Integrating building security with 911 emergency response

2016 - Proactively monitor and reduce greenhouse gas and energy use with a dashboard, and make our downtown smarter, more efficient, and partner with PSE to reduce waste by 16 million kWh

2018 - Benchmark energy use of commercial buildings

2019 - Improve emergency response times by integrating security and fire systems with 911

Future - Integrate Net Zero energy and water in buildings

Smart Connectivity

Our role is both Provider and Facilitator of services.

  • Expanded WiFi - Increase internet access for all with expanded public Wi-Fi
  • Fiber - Enhance digital economy with high speed, secure, resilient networks
  • Broadband - Ease access to existing city infrastructure to facilitate public-private partnerships
  • Smart Networks - Increase efficiencies with integrated Smart City communications networks

2018 - Improve consumer services through partnerships and leases, and ensure access for all with public Wi-Fi in low-income housing, parks and business corridors

2019 - Increase access to gigabit internet to most residents

2020 - Increase efficiencies with integrated Smart City networks

Smart Energy

Focus on reducing outages and improving energy conservation

  • Optimized Grid:Reduce system outages through optimized grid system operation
  • Conservation and Renewables:Increase energy conservation and renewables
  • Advanced Metering:Improve conservation and customer service through advanced metering

Timeline

2017 - Strengthen regional public institutions with fiber optic networks

2017 - Reduce greenhouse gases by more refined citywide GHG emissions analysis and reduction target, upgrade and expand EV charging station network and PSE to improve analytical capabilities

2020 - Increase customer access to real-time energy usage data

Future – PSE to execute demand response programs and procure additional renewable resources

Smart Public Safety

Continue improving technology enabling regional and national communication and emergency management

  • Integrated Systems - Optimized response time and care for patients through Integrating systems. Includes coordination across communication centers and electronic patient records
  • Predictive Analysis - Predictive and preventive crime analysis
  • Resilient Communications - Police and fire are supporting a national effort to create the FirstNet communication network using a dedicated radio spectrum that supports broadband communications.
  • Regional Partnerships - Our first responders are coordinating with communication centers and neighboring agencies on integrated dispatch and unified radio systems to increase response efficiency.
  • Situational Awareness - Application of new emergency management software that integrates all command centers for better management of resources.

Timeline

2017 - Increase policing effectiveness and lower crime through use of predictive analytics and best practices, such as CompStat. Improve emergency management using Common Operating Pictures and improve emergency medical response with integrated electronic patient care records

2020 - Improve Public Safety Emergency Radio Network for increased reliability

Future - Increased interoperability with dedicated wireless network for first responders with FirstNet

Smart Transportation

Increase safety and access to beneficial information improving modes of transportation through Bellevue

  • Connected Vehicles - Increase safety and efficiency with real-time performance monitoring of signal system and connected vehicle integration
  • Smart Streetlights - Increase energy savings by expanding LED street-lighting and piloting parking availability management
  • Informed Travelers - Better informed motorists with enhanced traveler information
  • Transit Integration - Improve transit speed and reliability with next generation transit signal prioritization
  • Ped Bike Safety - Improve bicyclist and pedestrian safety through automated monitoring and measuring

Timeline

2017 - Complete ITS Master Plan update, complete video analytics test for Ped-Bike-Auto Near Miss Events, and begin Connected Vehicle Data Sharing

2018 - Deploy next generation TSP and transit data sharing

Future - Complete LED streetlight upgrades, define enhanced traveler info, improve signal system performance monitoring, deploy parking management and enhance communication network

  • Advanced Metering - Improve customer service and conservation with advanced metering
  • Proactive Detection - Proactively detect leaks
  • Improved Reliability: Improved reliability, capacity, and water quality through predictive operations
