Bellevue's Management Fellowship is an immersive, one-year career development opportunity designed to attract, develop and retain talented emerging local government professionals, especially those considering a career in city management. Bellevue is a "city in a park" and also a high-tech hub and innovation center (about Bellevue). The city organization is a truly fascinating learning and development environment for fellows.
Embedded in the City Manager's Office, the Management Fellow will gain a holistic perspective of the inner workings of the city through diverse project assignments, mentoring relationships and tours of city services. The fellow performs a variety of administrative work, research, analysis, process improvement, project management and cross-organizational facilitation to support the city’s operations and high-priority goals.
The Fellowship program is designed to equip participants with the skills and experiences to succeed in the local government profession by building core competencies in the areas of financial management, human resources, procurement, communication and public engagement. Beyond developing core competencies, the fellow will work closely with their supervisor to tailor assignments and engagement opportunities to the fellow’s interests and aspirations.
Committed to the professional development of emerging local government professionals, the City of Bellevue has operated the Fellowship program for over eight years. The city is a participant in the International City/County Manager's Association (ICMA) Local Government Management Fellowship (LGMF). As such, the fellow will receive a combination of city and LGMF benefits including:
- An assigned mentor and networking opportunities with leaders across the organization
- Up to two years of complimentary membership to ICMA
- Registration and travel expenses to attend the ICMA annual conference
- Opportunities to connect with LGMF cohort members nationwide
- Access to ICMA professional development opportunities and events
The fellowship operates for 12 months, starting in late June/early July. This is not an internship. Fellows are full-time, salaried city employees with full benefits.

Application Process
To be eligible for the fellowship, candidates must have completed the required coursework toward a master’s degree in Public Administration, Public Policy, Business Administration, Urban Planning, Public Affairs or a related field by the start of the fellowship.
