Comments wanted on stormwater discharge code changes

The Environmental Services Commission will host an open house and public meeting on Thursday, June 4, to provide an opportunity for residents, businesses and developers to learn about and comment on proposed revisions to the city's Storm and Surface Water Utility Code and Clearing and Grading Code.

The codes are being revised to comply with conditions of a federal Clean Water Act permit for municipal stormwater discharges. Additionally, a few non-permit-driven changes have been proposed; and, in general, the codes have been updated for consistency with other city codes and standards.

Comments received at the meeting and the open house will be conveyed to City Council for consideration in July.

The open house will be from 5:30 to 6:30 p.m. at City Hall, 450 110th Ave. NE, Room 1E-112. The Environmental Services Commission will hold the public meeting in the same room immediately following the open house.

Bellevue, along with most other Western Washington municipalities, is required to revise current codes by Aug. 15 to comply with the federal National Pollutant Discharge Elimination System (NPDES) Phase II Municipal Stormwater Permit. The primary changes are:

  • Adoption of the state's 2005 Ecology Manual stormwater standards for development, redevelopment, and construction stormwater management requirements; and
  • Revisions addressing the control of illicit (non-stormwater) discharges, including provisions for escalating enforcement.

Vesting rules for development, redevelopment and construction projects will also be discussed.

Attendees at the open house will learn more about these NPDES code revisions and the few non-permit-driven changes, and will be able to provide comments at both the open house and public meeting. Proposed code revisions are available for review at the Service First desk on the first floor of City Hall (under Project File #09-113895AB) or are available online at Development Services (see What's New).
