Northup Way Bike Lanes and Sidewalks

Northup Way is a major east-west corridor in the north part of Bellevue, yet it has no pedestrian or bicycle facilities between 108th Avenue Northeast and Northeast 24th Street. A 2008 pre-design study developed concepts for bike lanes and sidewalks on Northup Way between Bellevue Way and NE 24th Street however the design did not progress beyond the study due to lack of funding.

The state Department of Transportation (WSDOT) 520 Corridor Program is also pursuing plans to build a new segment of its 520 regional trail across Lake Washington in conjunction with its ongoing bridge construction.

At this time, the City of Bellevue and WSDOT are engaged in a partnership to develop the Northup Way improvements envisioned in 2008. This project fulfills the 2008 pre-design study goals while serving as an interim regional trail connection, completing a 12-mile pedestrian and bicycle system between Seattle and the communities of East King County. The City of Bellevue is acting as the lead agency for this project.

Planned Improvements
This project will build bike lanes and sidewalk on both sides of Northup Way between 108th Avenue NE and NE 24th Street and complete gaps in the bicycle system along NE 24th Street between Northup Way and the existing 520 regional trail. Other features include a pedestrian and bicycle bridge over the Burlington Northern Santa Fe (BNSF) railway, planter strips, street lighting, driveway access improvements and pedestrian crossings at key locations. The following are the preliminary plans for the project:

Benefits: The project will:

Improve non-motorized and vehicular access to and from nearby commercial uses, neighborhoods, offices, transit facilities and other services in the area.
Enhance recently completed or planned regional transportation facilities, including the SR-520 Eastside Transit and HOV Project, the SR-520 Regional Trail and the Lake Washington Loop Trail.
Enhance improvements along 116th Avenue Northeast leading to Kirkland.
Addresses vehicular safety issues.

Project Cost and Current Status
The project is entering the final stages of design. The project budget is $8 million (funded by WSDOT) however preliminary estimates for design, easement acquisition and construction are on the order of $12 million. The City of Bellevue and WSDOT are pursuing grants and other opportunities to close the gap between the estimated project cost and the available budget.

Depending on when additional funds are secured, construction could begin in 2014 and be completed in concordance with the opening of WSDOT's bridge project.
