To promote non-drive-alone travel to and within downtown, Bellevue operates the Connect Downtown plan under the state’s voluntary Growth and Transportation Efficiency Center program. This plan addresses commute trips to downtown businesses, particularly those with fewer than 100 employees, as well as trips by residents (work sites with 100 or more employees are typically affected by Commute Trip Reduction regulations).
The City Council adopted Connect Downtown in March 2008. The program was implemented through partnership between the City of Bellevue, the Bellevue Downtown Association and King County Metro through activities including Commute Advantage – Options for employers. Connect Downtown won the Commute Smart Community Champion Award in April 2010.
