Trip Reduction -- large buildings

Reaching employees in large office and retail buildings is one component of the city’s transportation demand management effort. Bellevue's transportation development code has provisions for transportation management programs (TMPs). TMPs require property owners of newly constructed large buildings to implement automobile trip reduction programs directed to tenant employees, in order to reduce traffic and parking impacts related to development.

TMP requirements depend on the size and type of building. The requirements may include distributing transit and ride-sharing information, designating a transportation coordinator, providing preferential parking for carpools, providing financial incentives for commuters and setting up a "guaranteed ride home" program. An additional overlay of requirements applies to office buildings in downtown. A list of answers to frequently asked questions provides further information about the program.

In 2008, the Transportation Department initiated a review of the TMP code requirements. As part of its review TMPs, the department sought public input on changes to program requirements at a series of City Hall workshops. In the fall of 2009, the Transportation Commission received further feedback, considered a TMP final menu of options and recommended code changes to the City Council.
