The Bellevue City Council has awarded a four-year contract to Premier Golf Centers, LLC to operate the Bellevue Golf Course.
Bellevue Parks & Community Services received proposals from seven companies to operate the golf course. Submissions included proposals from three local vendors: Premier Golf Centers, which operates courses for the City of Seattle and Pierce County; MRA, Inc., Bellevue's current golf course operator; and Access Golf Management, operator for Willows Run and Kayak Point. The other proposals were submitted by Billy Casper Golf, Kemper Sports Management, Rink Management Services and Escalante.
Based on information obtained from the written proposals, interviews, reference checks and visits to local golf courses maintained by the vendors, Bellevue Parks & Community Services recommended Premier be awarded a contract. The City Council awarded the contract at its Oct. 16 meeting.
Primary factors for selecting Premier included:
- The proposed management fee structure provided the greatest ability to control service levels, manage profit centers, and align incentives between the city and the vendor.
- The company offered the best financial return to the city from a cost recovery perspective. Premier has a proven track record of increasing golf rounds and profitability for the Seattle and Pierce County courses over the last several years.
- Premier offered a broad range of professional golf management services, including financial planning, marketing management and technology integration.
Patrick Foran, Parks & Community Services Director, said the selection process, consistent with the city’s contract policy, was open, fair and competitive.
“The contracting process worked as intended,” Foran said. “The process helped the city identify new golf course operating models to ensure the city receives the greatest attainable levels of both quality and value.”
Bellevue's current contract with MRA expires on Dec. 31. MRA has been the only vendor since the city began operating the Bellevue Golf Course in 1969. The new contract with Premier Golf Centers becomes effective Jan. 1, 2007.
