History
The impetus for a new City Hall emerged when the city was confronted with the need to invest up to $90 million to upgrade public safety facilities and technology. Seizing a rare opportunity created by a downturn in the real estate market, the city purchased the former Qwest building at the bargain-basement price of $29 million in December 2002.
Seeking a way to leverage the huge investment to meet other pressing needs as well, city leaders initiated a dialogue with residents. Residents and civic leaders overwhelmingly favored moving the majority of city offices together into the then-vacant offic building in the heart of downtown, less than a block from the transit center.
