The Bel-Red Subarea Plan envisions 130th Avenue Northeast between Bel-Red Road and Northeast 20th Street to be a retail "main street," serving a high-density residential neighborhood with small-scale retail lining both sides of the street. A 15-percent design is being developed for 130th Avenue to ensure compatibility with an East Link light rail station and park-and-ride and reduce potential long-term costs to the city.
The 130th Avenue design will be based on design guidelines established in the Bel-Red Corridor Plan. The design will be pedestrian-oriented, with on-street parking and bicycle facilities. It will include a three-lane roadway south of a future Northeast 16th Street signalized intersection, and a two-lane arterial with on-street parking and bike lanes to the north of 16th Street.
Other improvements include sidewalks, landscape strips and street lighting. Implementation strategies will be evaluated and will most likely occur in conjunction with Sound Transit’s East Link Extension and other redevelopment by the private sector.
Northeast 16th Street
The vision for Northeast 16th Street is a multi-modal corridor and east-west arterial connection between 116th Avenue Northeast and Northup Way. A 30-percent design is being developed for 16th Street between 130th and 132nd avenues at this time to ensure compatibility with the 130th Avenue light rail station and park-and-ride and reduce potential long-term costs to the city.
The Northeast 16th Street design will be based on the "green street" guidelines in the station area plan report for the 130th Avenue station. The design will be developed in conjunction with the station, which will be built between the eastbound and westbound lanes. Other improvements include sidewalks, landscape strips, street lighting and traffic signal improvements. Implementation strategies will be evaluated and will most likely occur in conjunction with East Link.
The 15-percent design for 130th Avenue is expected to be completed in early 2014.
The 30-percent design for Northeast 16th Street is expected to be completed summer 2014 in conjunction with Sound Transit’s 60-percent design plans.
