Receive email or text notification for updates on this project
Stage 2 of 120th Avenue Northeast improvements will provide an alternate link between downtown and the Bel-Red area, both projected for strong future growth. East Link light rail station will be located between 120th and 124th Avenue Northeast on Spring Boulevard. Construction of Stage 1, from Northeast Fourth Street to Northeast Seventh Street, was completed in November 2014.
Reallign and widen the existing roadway to five lanes, from Northeast Seventh Street to Northeast 12th Street. Other improvements: modified traffic signals at Northeast Eighth Street and Northeast 12th Street; a new signal at Old Bel-Red Road/Lake Bellevue Drive; bike lanes; sidewalks on both sides; landscaping; storm drainage; street lighting; new water and sewer systems; and construction of a joint utility trench.
This project will be phased into three Work Zones. The entire Stage 2 project is estimated to take about two years to complete. Tentative Work Zone Plan.
Work Zone 1: Started in September 2014. Zone extends from from just south of NE 8th St to Old Bel-Red Road. Impacts: daytime lane closures on 120th Ave NE south of NE 8th St; night work on NE 8th St and in the NE 8th St/120th Ave NE intersection with intermittent lane closures; Old Bel-Red Road (aka NE 10th Place) is permanently closed to through traffic between 120th Ave NE and 124th Ave NE. Bel-Red Road will re-open to through-traffic with a new alignment and intersection with 120th Ave NE later in the project. Access to area businesses and residences will be maintained during construction.
Work Zone 2: Began in early March 2015 and scheduled to continue through Fall 2015. Zone includes east side of 120th Ave NE from Old Bel-Red Rd to NE 12th St. Expect the following impacts: daytime lane closures on 120th Ave NE, with flaggers controlling traffic when necessary for safety; temporary traffic signals across the NE 12th St and 120th Ave NE intersection; increased dump truck traffic; extensive tree removal along 120th Ave NE. Pedestrian traffic will be maintained on the west side of 120th Ave NE for this phase of work, and access to area businesses and residences will be maintained during construction.
Work Zone 3: Includes the west side of 120th Avenue Northeaset, from Old Bel-Red Road to NE 12th St. More information about Work Zone 3 will be made available as work progresses in Work Zones 1 and 2.

This project began as part of the Mobility & Infrastructure Initiative (M&II) and is a key piece of Wilburton Connections. As part of the Northeast 4th St and 120th Avenue Northeast Corridor Project this project will improve mobility, support economic development, and address the expected growth in travel demand in the Bel-Red and Wilburton areas.
Input from public outreach events helped to establish this stage of 120th Avenue Northeast as an important element in the corridor’s development. Public forums included: Mobility & Infrastructure Initiative Open House (March 2010 and November 2010); Sound Transit and Bel-Red Open House (May 29, 2012); East Link Open House (March 28, 2013 and April 3, 2013); Spring Forward Expo (April 24, 2013); East Link Open House (May 16, 2013); East-Link/Bel-Red Open House (September 10, 2013); and 124th Streetscapes and Bel-Red projects overview Open House (December 9, 2013).
